Tempest fittings for level 4's replace with faction gear or named in place of tech II as your wallet/skill level dictates :
Run and gun fitting (shield tank):

Replace the tracking comp with an afterburner for missions which are mostly close range, but require chasing down a couple of targets, such as Silence the Informant.

My gut reaction is "no". Test it if you like, but you have an arty setup with poor range, no way to keep range, horrible resistances when things do catch up to you (and they will). If you plan on sniping from range, you'll want 3x range mods and 2x sensor boosts minimum. If you want to kite and stay at medium range, you need an AB, and a resonable tank, and if you're going to plate it up, stick to one plate, go AC's, and help feed with one or two Nos (if you can't live without the tractor). Also, try to fit 2x gyro's if at all possible. 3 is even better, but 2 is liveable.
You really should not need to use a fitting mod with 1200mm. Even a standard PvP tank with 2x EAMN II, 1x DCU and a large repper (or two reps w/ D425's) would be better than the setup you have listed. Harden specifically for the rats you're after -or- use a *long* range setup and pop the rats from 140+ km out.
